Service-Wide Committee on Occupational Health and Safety

The following is an outline of the best elements in occupational health and safety (OH&S) Work Place Inspections training, endorsed by the National Joint Council (NJC) Service-Wide Occupational Health and Safety (SWOHS) Committee.

The SWOHS Committee has a mandate to participate in the development and review of all Treasury Board of Canada Secretariat policies, programs and issues relating to occupational health and safety. The Committee also provides advice and leadership to the departmental or agency policy committees. The Committee is made up of bargaining agent and employer representatives.

This outline is the second such undertaking by the SWOHS Committee, after Work Place Committees, and aims to provide departments and agencies with a baseline to evaluate the efficiency of OH&S Work Place Inspections training and whether it satisfies the requirements the NJC OH&S Directives and the Canada Labour Code (CLC).

At the SWOHS Committee meeting held in November 2012, the following outline was endorsed. It is based on best practices within organizations having authority and expertise, such as the Labour Program at Human Resources and Skills Development Canada and the Canadian Centre for Occupational Health and Safety.

Organizations should consider the following outline when developing their own department-specific training or when contracting out such training. Departments are reminded that the outline represents only the core elements of good work place inspections training – they should consider adding elements which address any conditions or hazards that are unique to the Department's operations.
