The grievor sought that the department halt recovery of a travel advance for his spouse and child for transportation from an isolated post to the point of departure and return.

On September 5, 1991, the grievor, a member of the PSAC, received a $1,000 advance for his wife and child. The vacation travel took place on September 12 - 14, 1991 and September 30 - October 2, 1991. The PSAC strike took place September 9 - 17, 1991 and from September 30 - October 3, 1991.

The Administrative Committee considered and agreed with the report of the majority of the Isolated Posts Committee in that the grievor was not treated within the overall intent of the Directive, as he was entitled to this one per year benefit and the travel advance had been approved for his wife and child.

The grievance was upheld.
